A suspect involved in over 30 previous criminal cases, including malicious wounding as well as assault charges, was released without bail by officials in Fairfax County, Virginia. Just days after being arrested earlier in July, he was taken into custody after being caught on camera picking up and carrying away a toddler in a mall.
